Urinal Retail

Why did he do this when he was using the urinal in the retail in the restroom?
I went to a store today and i had to use the restroom and this man he was standing with his pants and underwear down while using the urinal. It made me feel uncomfortable. 
Have you ever had something like that happen? How did it make you feel?
I’ve never had that happen. I have no idea what he was doing.
